Okay, I saw your cute little baby scuba clone. That is BRILLIANT. Do you think originally they'd bring in an aquatic species--like a nautolan or mon calamari--to train the first gen? This big fish guy with a hundred little 2yo clones lined up at the water, waiting to do their bobs? OR would they get another human, because while not the best swimming species out there, the human would know the limits and how to accurately push them? Also I don't know if this is how you personally learned to swim but. Look up the "chicken airplane soldier" stroke. That's how I learned when I was two. Imagine little clones doing that. Okay that's all! Sorry for the bothering!
Gosh, as much as I LOVE the idea of a big nautolan teaching the little ones how to swim, I feel like it makes more sense for a human to at least go through the first few years of lessons and training.
(But I'm also imagining a situation where the aquatic species is initially called in and is genuinely confused at being asked to teach the cadets how to swim. 'Cause, like, "What do you mean they don't know? Do-- Just put them in the water? All hatchlings know before they even learn how to talk on my home planet... What? Oh... Oh, that explains so much... No, it's no big deal. Call me when they're older, I guess.")
However, when the underwater combat training really gears up, then I think the aquatic instructor would come in so that the cadets can learn how to: 1. Work with/against an aquatic species. 2. Handle situations where you can literally be attacked from all directions.
