I know that a lot of people make jokes and memes about Hoffman doing himself up with the gag and open shirt for Rigg’s test

and I love those jokes, but may I suggest an alternative? Could it be that John Kramer dressed him up like that?

First it should be noted that Hoffman’s outfit here comes right out of the script
so this wasn’t a last minute costuming choice, it was the plan. Nobody plans these games but John, he barely lets his apprentices help with the setup. He makes tiny little dolls out of everybody, surely he pre planned what outfit Mark was going to be wearing?
secondly, this is the same guy who made Amanda actually slit her own wrists for believability in Saw 2 instead of just claiming that she got back on drugs or something so he clearly cares about authenticity. He would want Mark to look messed around and roughed up and exposed to keep him looking like a victim
Lastly, I just want to point out the…really interesting tension that Mark and John have in the Saw 5 flashbacks.
Look at mark when he wakes up in the shotgun chair:
Wrists bound, big thick strap hugging his chest, legs spread so the gun can sit between them? John chose to do Mark up like this. And yeah I guess you could say that he had to have the gun at a certain proximity to the wrist bindings so that it didn’t go off prematurely but to that I say: he made this trap. He chose how long the wire could be and he chose to make it that short. He absolutely could have had the gun in front of Hoffman pointed at his face but no, he chose to strap the thing directly to Mark’s body. (And then he pulls the mirror over and makes Hoffman look at himself like that?)
after some back and forth, John decides that it’s time to kick things up a notch and puts his hand between Hoffman’s legs to wrap his finger around the trigger.
I couldn’t make this up if I tried
Like you guys…you guys are seeing this too right?
So John obviously likes putting Mark in…situations…regardless of whatever his reason behind it might be.
Tldr: it’s totally possible that John Kramer told Hoffman to put his chest out while bound and gagged in the ice block trap
