There are probably a bit more limitations to the potency of the product and in what situations they are legal to use, compared to places like the US, but they're definitely not illegal. You can easily find shops selling them in Finland by googling turvasumutin.

You need a permit to carry pepper spray (OC) in Finland, the active agent in permit-free sprays is menthol or other synthetic irritant. So it is illegal for a civilian to carry pepper spray.
