This mythical creature is the Hippocampus, which I find interesting both in the possible symbolism involving it's Greek myth, and the fact that a part of our brain is also called the Hippocampus.

It is also meant to send calming signals to the amygdala (brain's threat center) when a threat has passed, however when damaged the brain can be stuck in survival mode (remain in a state of hyperarousal and emotional overload). In other words it's the part of the brain that is heavily involved with PTSD (Post-Traumatic Stress Disorder).

Hugging him, giving him the plushie, even just the patently obvious, why-would-you-choose-the-other-option stuff like "I like that Ralsei is Ralsei", all of that could be interpreted as Kris liking him back. And I'm pretty sure Ralsei IS interpreting that way because of how desperate his affections become. If he's so caught up in his fear of losing Kris that he'll throw out his own morals to blindly trust that Kris is raising fountains for a good reason(the worst possible thing to do in this situation), he's gonna interpret anything like being given a prize won at a carnival game as "omg, I think they like me too!". Now, obviously the fix here is to just say that's not the case, but we never get the chance and us just being there stops Kris from getting one either.
