It has to be Jim because it can't be Sybok.
Sybok doesn't like it. In fact, he hates it. But Sybok is far too valuable for Kodos to kill and his vegetarian diet means he'll have a much harder time surviving in the wilderness than Jim will. So he's the one that has to be their man on the outside.
The hardest part is getting to them before Kodos does.
In order to save them before they die, they need to know who he's going to kill and when. Jim and Sybok are, thankfully, geniuses. Narrowing it down to who Kodos finds disposable is not all that difficult a task.
But surviving on their own on the barren wasteland of a planet is going to be difficult. The earlier they take people from the settlements, the harder it will be to survive. They're doing this to keep people from dying, not speed it along.
To snatch people away right before Kodos plans to kill them, they need an inside man.
It has to be Sybok.
Even if Jim weren't the one better suited to surviving outside the settlement with their refugees from Kodos's murder, he's still a teenager and Kodos admires his intellect and his pedigree but he is a child still in his eyes.
Sybok is a Vulcan. He is the son of Princess T'Rea, a master of kholinar, and Ambassador Sarek, a man famed throughout the Federation for his logic.
(His family wondered how he could so passionately embrace the emotions their culture rejected with such impressive parents. Sometimes he feels like he has to carry all the emotions his mother purged from herself.)
When he speaks of cold necessity, when he breaks down lives and people as simple numbers, Kodos believes him. He takes it as support. Approval. Absolution. He brings Sybok into his inner circle and it takes barely any effort at all.
Staying there is the hardest thing he's ever done.
It takes every ounce of the training his parents forced on him to keep from losing his temper and snapping Kodos's neck. He has too many supporters. Sybok would get himself killed and it wouldn't stop anything and then Jimmy would be all alone in this hell.
He is stuck on a dying planet with a starving people who are either terrified or terrifying and the only way for him to save them, to save Jimmy, to save himself, is be perfectly, terribly Vulcan.
He hates it when his father is right about anything.
