The book says outright that they can have genitals "if they make the effort". So you mean in 6000 years neither got curious and made the effort to be what they look to be? While seducing Oscar Wilde and dancing in a gay club? No, the only mention of gay is as a joke - gayer than a tree full of monkeys on nitrous. haha isn't being gay funny!
Actually he wore women's clothes twice in the show, I think. During crucifixion scene he also was women's clothes (which Neil Gaiman called """female-presenting"""), but he did this not because he's not a man but because he is actually very aware how sexy he looks in them and seducing is also a part of tempting.
Two divine creatures ending up on Earth and basically living as a gay male couple is a taboo thing to be though, actually :^)
