I haven't the faintest what's happening here. Maybe a guy getting a pat on the head for doing a good job becoming grass? The fish approve. This comes from a Psalter from around 1200 AD, written by a scribe who calls herself Alheide.

If I recall correctly, it was common to depict the River Jordan as rising up like this to symbolize the river reversing course. Sometimes the river is depicted as being poured out of an urn, too.

The urn depiction is from old Byzantine tradition that everyone was inspired by. It's supposed to be the personification of the river Jordan. The horns are usually a bad translation of the crab claws
