Rowling posted the picture taken from below because the trans woman, she said, was "refusing to debate me."
...okay so that actually happened. Normally, given just 'X posted upskirt of Y', I'd be somewhat inclined to try and find the photo or otherwise determine the degree to which it reads as an 'upskirt' but the "debaaaaateeee meeeeeee" context makes it fairly clear the picture was intended to be humilating or otherwise upsetting so thankfully I don't have to bother.
