I rlly like the emphasis that live action one piece is putting on the fact that literally nobody else think about piracy the way luffy does. "Being a pirate is about being free and having friends :3" while every other pirate is doing legitimate career criminal shit around him.
Luffy the Piracy Understander when his crew suggests stealing a ship:
A lot of people who hadn't seen One Piece seemed to think it was full of pirates that don't actually do any pirating. This is in fact inaccurate. Most pirates in One Piece do lots of piracy. Hero Luffy, who does zero piracy while speedrunning becoming one of the most wanted criminals on the planet because he keeps beating up the immensely powerful men, women, and government agencies that interrupt his fun globe-trotting treasure hunt with his friends, is an outlier and should not have been counted.
Luffy should still be counted. The crime of Piracy in the One Piece world is simply flying a jolly roger and not complying with the WG. It's precisely why his speedrun of becoming the most wanted man is to an onlooker who is not in a suffering country makes Luffy seem like a legitimate threat. He's "stolen" many things, they're just not tangible.
The system of making privateers work for the government and thus give them an edge to stamp out piracy? He beat 3 of them within 2 years. The one he beat first is what left a vacuum in the first place to bring about another horrifying pirate who also had a quickly escalating career within the last 2 years (in-world). He "stole" the idea that this system worked.
Those 3 pillars of impregnable justice fortresses that serve as the base of the navy, the highest-level prison and the judicial island? He invaded all 3--all within weeks of each other--and "stole" that they were impregnable.
See these already kind of notorious pirates that had high bounties and were threats? He stole them and they work for him now.
"But that's not what actually happened!" you might say.
But Luffy is the protagonist of the story, we see things mainly from his perspective. To most onlookers, that is not what it looks like. He is a true threatening pirate.
...but also that world government is full of shit and is a great representation of how victors write the history, but that's another story and Luffy don't care about that shit one bit. He just doesn't like that they're assholes.
