I really love that headcanon! I feel like in my head, there are two ways it could go.
On the one hand, I think it's fun to think about the angst of families who thought they'd lost their children seeing them for the first time on television, barely grown up and putting themselves in danger - and getting rebuffed by the government when they attempt to contact said kids or try to regain custody or do anything that would pull the kids out of the watchful eye of the government
But also, I think it's highly likely that Krane targeted kids who were unwanted, the kinds of kids who slip through the cracks and who have no (loving) family to go back to. No one noticed as they were quietly disappeared. Sometimes, Krane would pick a kid who had a decent family, but the family itself is the kid that doesn't have the social influence to do anything about their kid suddenly disappearing, and prejudice means they're blamed for it instead. I think it's fascinating (but also kind of awful) to think about an epidemic of disappearing kids that no one noticed or reported on because society didn't view the kids as important enough to care about.
(Thinking about it like this makes Sebastian's motivations a lot more understandable for me - of *course* he harbors resentment towards the society and people that stood by and didn't care as he and all of his siblings [his new family] were kidnapped)
