Man I... feel like this is a major contradiction, within panels of each other.
First the manga said Lee "can't" use ninjutsu when Sakura asks, but then guy says he as "practically none" for genjutsu or ninjutsu. there's a pretty big difference between someone having little ability in something, and a total inability.
But... which is it? Is Lee fully unable to use any ninjutsu or genjutsu? Or does he just have a very low natural ability for them?
I think there's a big difference there
and THIS panel just makes it seem even more like he just "can't"
"can use neither ninjutsu nor genjutsu" indicates a total lack of ability
I don't like Guy being able to summon an animal or stand on water either, but at least we see from his introduction that he can summon the tortoise, so him standing on water later on is more believable than Lee doing anything with advanced chakra control
"can be difficult even for a skilled ninja" is what Kakashi says exactly about the technique of controlling chakra to the bottom of the feet, and that the bottom of the foot is the "most difficult area to gather chakra"
With this in mind, Kakashi also says THIS:
"if you learn this control, you should be able to master any jutsu, theoretically" which means, if Lee can somehow canonically walk on water with chakra, he should be able to use ANY ninjutsu
however, since we know Lee is apparently unable to use Ninjutsu or Genjutsu (see where Guy says "he can't" and "the only moves he's been able to develop are taijutsu"), we know that Lee cannot, in fact, use "any" Ninjutsu So the manga flip-flops on whether or not Lee has "zero" or "practically no skills", though it seems obvious from what's been established that Lee should NOT be able to use chakra at all (except for the opening of the Gates, which is not the same as molding chakra)
