get a neck fan
mine looks kinda like this:
it's rechargeable. it has different fan speeds. this particular kind has bendy necks on the fans so you can adjust them. (there's also a more rigid kind that look less goofy but I prefer the bendies) stuffy office? breeze. a/c not working and traffic isn't moving? breeze. everyone else thinks it's cold but you very much disagree? breeze. point one fan up at your face and one down at your chest. double breeze. quiet and useful in all situations. mine was $16 from Amazon iirc, you can absolutely get them from a less sucky place.
the only downside is you will get 'Is that a fan? π€―' probably a lot.
