THEORIES ABOUT THE LAST CHAPTER
The last chapter was quite shocking and I still don't know how will I resist the urge of getting myself hibernated until the next one. Probably, trying to put together a theory with recalling some old ones.
From here, spoiler and a lot of ramblings.
There are a lot of things hanging in the air now - the not-so-dead prince who simped for the Lord of Crime and Milverton's comeback being teased. These can be connected, but I want to concentrate on the Milverton line now.
We saw that Milverton's former mercenary, Harry approached Louis - as he is a mercenary, he could get hired by anyone, but Milverton would definitely use his old lackies, because he is the man of tendencies and always prefers what he got used of. That's why Louis started to think that he is behind the new Lord of Crime reveal - using the power of the media to manipulate and create chaos is his method.
But not just that. Creating a new Lord of Crime is exactly what he did during the Jack the Ripper arc with Jack the Ripper. If it's Milverton whose hand is in the new matter, it wouldn't be his first attempt creating anarchy this way. During the Jack the Ripper arc, he worked for people who wanted to do something similar like the Lord of Crime did and Milverton always had his own interest why he takes up a case. We don't know why he took up the Jack the Ripper case, but it fit to his liking for some reason. Probably for the same why this new Lord of Crime situation would be fun for him, if we only look at the ideology side of things. (Furthermore, in his own way, Milverton was obsessed with the Lord of Crime while he tried to destroy him.)
But also, Milverton is obsessed with evil. Based on what Harry said to Louis, the one who hired him wants to make the country into a country of crime, throwing it back to hell. That can make a lot of people fear and fall to sin.
He could have one more reason - revenge. I already pointed out that before the newspaper showed the Lord of Crime is alive news, it focused on an advertisement called Revenge Hotel. That is surely not just a coincidence. Revenge is definitely in the picture - and what would be a better revenge for Milverton if he takes the peace William worked so hard for, away, making William's beloved England fall back to the depths of hell, by also scandalizing William with it, blaming the crime on him? Milverton was always after his victims' loved ones - in William's case, that's actually the country he was ready to give everything away for, even his own life.
So Milverton can be totally behind the happenings - but it's not just that. He doesn't need to work alone. The international drug stuff the story dealt with until now can be connected to the current happenings as well, by a criminal organization. Yuumori is not just based on Sherlock Holmes, but the James Bond universe, too, and there, there is a famous criminal organization.

Yuumori prefers to work from the later James Bond movies, and there, Spectre wanted to bring a new world order, so the Lord of Crime revival fits their profile. The word Spectre also means vengeful ghost and the last chapter literally ended with the "Is that a ghost or..." line at the To Be Continued. I already theorized about Milverton coming back as Blofeld (here's more on that) - in the James Bond movies, Blofeld comes from Bond's past (in that case, as the main characters here are the Moriarties, who also run the MI6, I would assume it would mean their past), Blofeld was supposed to be dead, he was obsesssed with information and control like Milverton and there's also the tendency in Moriarty the Patriot to cast Sherlock canon characters into the James Bond universe roles: James Bond's past self is Irene Adler, Von Herder is Q, Sebastian Moran is 006 Alec Trevelyan or Albert and later Louis (yes, Professor Moriarty had two brothers in the canon) is M. Milverton becoming Blofeld would fit into this tendency.
And there is one more thing which teased Spectre - William's chair on one of the very first covers for Part 2. It always reminded me of an octopus which is the symbol of Spectre. And before the Final Problem, the back of William's chair reminded of flames and they set London to fire.
Of course, these are all just theories. There can be Milverton (or someone related to him) or Spectre, both or neither - but I would be heavily disappointed if neither. Again, I want to hibernate myself until the next chapter, but all I can do is redirecting my thoughts to somewhere else and not going insane.
