"Stuck" with California? You mean the state with $2.7 trillion in GDP? The state with a $75.7 billion surplus? California's SALT taxes generate $450 billion annually. California has one of the lowest dependencies on the federal government with some of the lowest taxes in a blue state with the 4th highest GDP. California's debt is still better than other states with social programs, like NY or IL. There isn't a "mass exodus." The state still saw a .05% increase in population last year. IL lost 1.5% of it's population the last decade.

Blue states pay for red states.

The real people who are leaving are the rich, greedy CEOs, like Musk, fleeing to states like Texas to get out of paying their fair share in taxes. The Tax Cuts and Jobs Act of 2019 increased the standard deduction amounts and adjusted the cap of total deductions to $10,000, therefore, people who pay more than $10,000 in SALT get double-taxed on their already taxed income. Low SALT deductions help high net worth individuals (HNWIs) from being taxed on money that they haven't received by not taxing them federally on what they already paid to the state, (i.e. you make $20k, SALT deductions are capped at $10k, depending on where you live, you'll still pay federal AND state tax for every $1 made over $10k.)

The SALT deduction cap was designed specifically to hurt states like California and the residents that live and own property there (CA property values ballooned so it dramatically increased their property taxes as well). It's goal is to incentivize HNWIs to relocate from higher tax-paying states to states with low SALTs (e.g. Texas, declare you're a resident and suddenly less of your income is double-taxed), the idea being: "erode the taxpayers in Democratic run states and pull the HNWIs toward Republican run states." Republicans are also hoping the blue states will cut social program funding or other taxes in the process to try and keep residents.
