Headcanon: in a world where Fallout 3 was well-written and the Tenpenny Tower quest wasn't entirely botched, Roy Phillips and crew move peacefully into the building, everyone lives, and everyone comes to kind of hate and appreciate Roy equally, because he becomes the closest thing to a tyrannical HOA (homeowner's association) president you can be in the post-apocalyptic world.
If there's something wrong with the building, he somehow manages to get it fixed (usually either through his fairly broad construction knowledge or through his total comfort with all manner of confrontation), but if you commit some small infraction—overflowing mailbox, too much noise at improper hours, dirty front rug—you'll hear about it from Roy pretty instantly. They all talk fairly typical suburban, unserious shit about him behind his back, but will stand behind him and nod in unison when he tells Tenpenny to get his act straight and fix the roof or whatever.
