traditionally, the city-state has had issues with the mail. the trains are confined to the tracks, of course, so they're no good for delivering mail to the rural areas without a human runner, and the mail bikes don't ride so well over the thick, wet soil of the marshes outside much of the city, so the mail was historically reliant on human carriers who had to trudge through the muck to get everyone their mail. it was reliable, but it was dreadfully slow, and no one really liked the system since it would often be faster to just take someone something when you had time than to mail it

however, when the Rook Rock Treaty was (embarrassingly recently) enacted, giving dragons full legal rights as citizens under Akolaran law, the post office saw an opportunity and quickly hired as many dragons as they could afford as couriers. a dragon can fly almost as fast as a train, and isn't bound to any particular route, so the utility to the post office was rather obvious

nowadays, you don't have to look up for very long to see a postage dragon soar overhead, adorned with their blue-and-white sashes to distinguish them as post officials (they originally wore the traditional postman's flat cap, but found that they were prone to blowing off in midair). people were averse to this, as they often are to new ideas, but they came around once they realized they could send mail to almost anywhere in the city-state and have it arrive the same or next day. (the advent of the post office's new mascot, a friendly-looking red dragon in a sash and flat cap named Derby, likely also helped their reputation somewhat.)
