The way to keep fascists out is to vote, you vote them out or you vote to keep them from ever getting in
This is still missing the point of the original post, it's looking for a magic perfect solution, there is no system that makes sure fascists never get in, not without being tyrannical itself, because when when you're allowed to exclude people from a political system "because they're fascists", well that's how you get people accusing each other of being fascists to destroy them (like the soviets did) and/or you can exclude/criminalize any ideology you don't like, because you've already done it, why can't you expand it?
The fact is being a fascist is not in of itself a crime, because fascism is an ideology, political beliefs, yes it is repugnant and horrible, but it's just thoughts, thoughts are not crimes, no matter how horrible they are, thoughts cannot be crimes in a free Democratic society, if a fascist commits a crime he absolutely should and must be held accountable and punished for it (and that's what the American system tried to do with trump, President Joe Biden and the Democrats tried very hard to make sure justice was served, but justice done right is a slow meticulous process, and the voters didn't want that, in 2020, 2022, and 2024 they elected enough republicans and/or republicans put loyalty/fear of trump over what's right to allow trump to escape justice, his getting away with his crimes is not in of itself a failure of the system, but a lesson on what happens when you don't vote right), but the punishment must be for the action, not the thoughts
And furthermore, most fascists do not believe themselves to be fascists or openly call themselves fascists, they see themselves as patriots, doing what's necessary for the good of the nation, etc, if fascists are openly calling themselves fascists, then they probably already have taken control
But in any case, how do you ban fascists from power when most fascists do not think themselves to be fascists? Who decides what a fascist is? And how do you define fascist in a way that only includes real actual fascists and cannot be applied to other ideologies?
Look, the fact of the matter is that when you have a truly free and democratic society, you're going to have idiots and jerks be part of it, that's just part of the deal, the only way to keep them out is through tyranny, except as every tyrannical, authoritarian, totalitarian regime ever shows us, it does not in fact keep the idiots and jerks out, the idiots and jerks thrive and fail upwards in those kinds of systems
