I think its cause in the first scene she's suppose to be memorizing lines and acting and she doesnt feel as confident in that, compared to the second where she is explaining something she is good at and doesnt have a script

Is it normal for a game to have this much cut content still buried within its files in its final released version? Especially with the voice lines and all. At this point I wonder how much excess memory it all takes up. While I'm glad its there for you to find, i'm loving this blog, it's still so odd to me they didn't trim it beforehand for the sake of saving download storage space. And the answer to your question is yes. It's quite common. In development, you often have no idea what will survive until release, and if so, in what quality. Even if a feature is already integrated and ready, it can be broken at any moment by something added later. In large projects with long development cycles, removing unnecessary content can be risky. It can break dependencies, break the build, complicate branch merging, etc. It's easier to disable this content with a flag or something like that. So, now studios are less concerned about extra disk space than about the chance of accidentally breaking something while cleaning up files before release.

One of my favourite bits of media history trivia is that back in the Elizabethan period, people used to publish unauthorised copies of plays by sending someone who was good with shorthand to discretely write down all of the play's dialogue while they watched it, then reconstructing the play by combining those notes with audience interviews to recover the stage directions; in some cases, these unauthorised copies are the only record of a given play that survives to the present day. It's one of my favourites for two reasons:

It demonstrates that piracy has always lay at the heart of media preservation; and

Imagine being the 1603 equivalent of the guy with the cell phone camera in the movie theatre, furtively scribbling down notes in a little book and hoping Shakespeare himself doesn't catch you.
