What does Cashmere think of Silka Sharp?
I think it's fair to point out that she doesn't actually know next to anything about Silka. Even barring the fact that I lowkey don't like Sunrise being canon, so much of the Games was altered regardless, not to mention 13 years before Cashmere's own win, so she's running off mostly assumptions.
She does have a huge 'revelation' about Silka when she thinks about her pre-Victory compared to post-Victory. Pre-Victory, still drunk off of the Champion (Career) Koolaid, she sees any failed Champion as, well, failures. Silka was the best failure that year (placing 2nd) but still a failure.
It isn't until she wins that realizes what it means to win and to lose without all of the Koolaid in her veins. She can't help but feel bad for Silka and any other past tribute she used to sneer at, either in training or before then, as a 'failure.' She often wishes she was a failure, not that she can ever admit it.
And then she meets Haymitch and gets a glimpse into Silka through him. He never has the nicest things to say, technically, but she can read between the lines. It helps her realize why he's taken a liking to her as much as learning more about Silka. Haymitch feels like he's taking a risk with Cashmere (even if it isn't a relationship-relationship) but he let himself bc he holds a lot of remorse for what Silka must've truly been under her facade. Cash sees right through him, through her, and through herself in those moments of him lamenting about all of these tributes he barely remembers, how he can only remember the 'worst' of them (the Careers), and how he will never feel like he earned his Victory for even a second.

Any opinions on Silka Sharp? Or Panache Barker?
Rightttt so I’ll do Panache first since I think I have less things to say about him
I liked the idea of his character, especially because he was such a great example of Victors/tributes being related with his relation to Palladium, but I disliked how he was portrayed as this dumb, incapable character when I feel like he had so much potential. I feel bad for him like all the other Careers, but his character on how it was written made it harder to sympathize with him since we really did not get to see much positive or complex things about him. But looking past that I like him, and I pray they fix him a little in the movie.
Okay now for Silka:
I loved her, and I kind of wish we got to see a little more of her. Honestly I feel like the role of the main “enemy” kind of shifted from Panache to Silka, which I think took things off of both of them. I loved her single vulnerable moment with the chocolate, and still being back to being the vicious Career the next day which just shows that, yes, we may be human, but the Games can’t stop. And that’s her point of view, which is totally understandable. Her killing Wellie was sad—honestly for both of them—but we knew she would. Plus her saying “I have to get back to my people” and Haymitch saying “Oh, you’re not going home, Silka,” broke my heart because we all knew she wasn’t going home. And yes I’m a sucker for doomed by the narrative characters so in short, Silka was great and well-written especially compared to some other characters from SOTR
