A very dramatic farewell, but with how devastating the situation is, not exactly unwarranted.

Even though it was necessary to have an excuse to let Haymitch say goodbye to his family, Plutarch is also milking it for all it's worth in a way that's pretty cruel.

Earlier, Haymitch said it was expected that Mr. Donner would be "tapped" to be the next mayor (however that works), but I suspect that his failed attempt at bribery here loses him that opportunity.

With her track record of troublemaking, I wouldn't be surprised if Clerk Carmine and Tam Amber had set aside money specifically for bribery purposes a long time ago. Or maybe not even for Lenore Dove specifically; with how the Covey have always been outsiders in the district and how they lost Billy Taupe and Lucy Gray, it might've been a safety measure they had long before she was born.

Good for them, honestly. There's not much else they can do in this terrible situation, and while it will only be a minor annoyance to the Capitol media trying to put this together, it means so much to Haymitch and Lenore Dove to hold onto this small bit of defiance.

That's probably mostly the concussion, but the emotional whiplash of believing he was safe for another year, then in a matter of minutes being sentenced to death would be enough for that kind of disassociation response too.

Of course Plutarch has to put it in the most exploitative terms, but he does genuinely seem to be trying to prevent further loss of life.
