First off, really dig Cheetor's Cybertronian design.

If you're curious as to why, take a look at what Pakak manages to do in this comic:

1.) He's able to access Cheetor's processor with no issue, leaving Cheetor physically unresponsive and comatose.

2.) He takes advantage of Cheetor's own ego and competitive spirit in order accomplish his goal of gaining information about the protoforms.

3.) He is capable of wiping a Cybertronian's memories of their interactions with the Vok, thus making sure no evidence of mind-probing were left behind.

The Vok may be rather mysterious in nature, but one thing for certain is how powerful they are. Creatures that are capable of the abilities and trickery as pointed out above are not creatures you should be messing around with.

From Pakak's statement here though, it seems that both Maximals and Predacons have already failed in that though.
