For all the other Europeans, like me: an I-9 form is required by the US authorities, in order to check the identity and the right of both US citizens and foreign nationals to legally work/be employed in the country. All lawful US employers must complete the I-9 form.
Therefore, an I-9 contractor is an employed contractor. An employee, so to speak.

What you just told me does make some sense, being understood that this is but a factoid we are privy of here, which I refuse to spin into a full story. As a Canadian citizen, she can easily work in the US, via the TN USMCA (US-Mexico-Canada Agreement, formerly known as NAFTA) entry arrangement. A prearranged employment offer is required to be allowed entry into US territory, but this is often replaced by an employer's letter detailing the job requirements, the employee's qualifications, etc

This can be also done by the employer, via the I-29 entry form, that means pre-approval. A simple interview will be conducted, then, at the designated port of entry:
