Crimes: J has separated Trainers and Pokemon as a poacher, using a cruel petrification technology, made several direct attacks against people, tried to kill Ash several times via having her Drapion squeeze him and setting the bushes he was hiding behind on fire (and she also attempted to potentially kill her own men dropping the back portion of her ship so she could escape. That said, they're definitely not innocent people, they're complicit in her operation), tried poaching Regigigas which lead to Brandon getting petrified, and successfully poached the Lake Guardians, which enabled Team Galactic. (That said tho, I feel Hunter J could've potentially been reasoned with had she known what the Lake Guardians were for and what Cyrus's plan actually entailed, the world being destroyed would definitely screw over her bottom line, but she died without ever knowing that.)
Spinel: a more detailed list here, but in short, lured a young girl into a dark alley, brainwashing/mindwiping her and stealing her pendant (which contains a Pokemon she later partners with), tried to injure/kill Dot (a defenseless girl who just became a Trainer that night), Liko, and Amethio (in a slower way than what J did. They were unlikely to freeze to death since they made a fire, so that leaves starving), also attacked people directly, essentially tortured his own FRIENDSHIP EVOLUTION in an experiment, manipulated the apparent main villain into disowning his own grandson (Liko and Amethio teamed up by necessity to escape the death trap, but Spinel framed him as a traitor for doing so), caused five of the Six Heroes to go on a frenzy going DIRECTLY against Gibeon's wishes out of spite/jealousy towards Amethio, and then framed the heroes for the resulting devastation done to Laqua, turning the public against them. (Even the kids aren't immune to him making them Public Enemy #1.) Using Laquium to send other Pokemon on rampages, or his invention forcing them to draw out more power than they would be able to normally, causing harm to their bodies. (Glalie was freezing over, Garganacl legs were cracking.) And we don't really know the full scope of his plans yet. I don't think it's as bad as what Cyrus was doing, but I feel he's going more for a domination bent rather than just chasing money like J was.
