When doing the Fens Phantom quest in Fallout 4 I really liked it. It was a cool story and I love the theories people have. And I just wanted to add my own.
Why were there so many ghouls in the sewers? At first I thought maybe the Fens Phantom had a cult. But instead I have a feeling that all those ghouls were probably police back up that went into the sewers after the Detective.Â
Why were the holotapes just sitting out for the player to find? This probably means that the detective never listened to the tapes. They wanted to catch the monster and weren’t going to indulge in this sick game. Hence why the holotapes are just sitting there for the player character to find.
Who is the glowing one at the end of the sewers? It is believed to either the Detective or the Fens Phantom. For now I think that the Glowing One might have been the Detective. The Fens Phantom probably got the drop on them and put them in the cage. However the Detective managed to hurt the Phantom before they were captured. The Fens Phantom goes and makes the finally tape. Sometime later when back up is coming the Phantom was trying to finish off the detective. Because The Phantom was injured before they can’t keep the Detective under control. So in the end the Detective gets the upper hand and buries the hammer in the Phantom’s skull. The Phantom before they die marks an x on the wall. And sadly before the Detective can leave the cage the bombs drop and they rapidly turn into a a ghoul. The only reason they are a glowing one is because they were trapped in the cage with radioactive material.Â
There’s something really tragic that even though the Fens Phantom didn’t get to keep the detective like they wanted. They still got the last laugh in the end. They got the easy way out but the Detective and his comrades were left trapped and mutated. Only then after 200 hundred years when you find the sewers are you able to end their suffering.

This is how i'm using my uni degree :') Been playing lots of fallout 4 and sucking ass at it, but it's fun! Here's some basic items you need when you're out there in the commonwealth - maybe I'll sketch my all-time weapons next time I'm not busy..
