The Gibeonites put on ragged clothes and wanted to establish a covenant with Israel.

Joshua doesn't consult the Lord on this so now they can't attack the Gibeonites. Instead, they have to defend them against other nations. Just like what happened to Jacob who deceived his father, the blessing was already given and could not be undone.
