The ghost machine episode, the technology feeds on emotion, which we know but the ghosts they see feed so much into the character in a way. More so the ones that show the past
Gwen saw a lost boy in a train station from during the war when he was being evacuated. The machine fed from what she felt. She got thrust into a situation where her world's thrown upside down, the world of Torchwood, she's still trying to find her footing and probably feels in some way lost and isolated from those she loves while dealing with something unfamiliar just like that boy. It's a reflection.
Then the couple that Owen saw. Owen as much of a jerk he can be, there's a reason he's like that. He's afraid of emotional vulnerability, it's easier to hurt and push away others so he can't get hurt himself again, especially after the loss of Katie where he felt helpless. So, he saw and experienced a situation that reflected a helpless, deeply terrifying and highly vulnerable type situation. It fed what he felt deeply in some way and threw it out there as a 'ghost' of a past event that happened in that spot
Idk maybe I'm chatting shit, but like I love this show and I wish there was more of series 1 and 2 era
