There's a parallel somewhere about criminal syndicate boss Makal Damas saying "Docktown's ours," in the conversation about freeing it from the venatori and fifth talon Viago de Riva repeatedly saying "the crows rule antiva, and treviso will be free" while local "corrupt" government pushes against the crows presence but I don't have the expertise to put it together.

Trouble/Contentment

Docktown had patterns, sure as the tides that brought ships in and bared the rocky shores. Sunrise, sunset and all the shadows that shifted between. The ins and outs of which merchant would set up on which street corner. The formula of what paper sellers had the newest printings. The gangs, cultists, and pickpockets. The motif of trouble, an undercurrent of white noise just waiting for its chance to solo.
But right now, it was time for the heat of freshly fried fish, crisp and biting and perfect. Neve let it all wash over her, content to enjoy the moment.
