“The TPP is first and foremost a corporate-rights deal for multinationals. It will worsen inequality, further erode Canada’s manufacturing and industrial base, It will eliminate more middle-class jobs, increase drug prices and drive down wages, working conditions and environmental standards,” Neumann said.
The federal Liberal government appears ready to ram through legislation implementing the secretive Trans-Pacific Partnership (TPP), another corporate-friendly trade deal that will kill tens of thousands of Canadian jobs, increase inequality and worsen global environmental challenges.
“The Liberal government is set to fast-track Canada’s inclusion in the TPP, while most Canadians know little about the impact of this secretly negotiated trade agreement,” said United Steelworkers (USW) National Director Ken Neumann.
“Ramming through this trade deal is a betrayal of the trust of Canadians who believed the Liberals’ criticisms of the former Conservative government’s secret TPP negotiations and the profound implications,” Neumann added.
“Once they gained power, the Trudeau Liberals ran with the TPP ball. They signed a deal that enhances the rights and powers of global corporations, at the expense of Canadian jobs and labour, human rights and environmental standards,” he said.
“The Liberal government never even bothered to conduct a comprehensive analysis of the TPP’s potential impact on Canadian jobs – perhaps because this deal will deliver pink slips to thousands of Canadians. Independent analysis shows the agreement will kill more than 50,000 Canadian jobs,” Neumann noted.
“The TPP is a particular threat to our auto and steel sectors, skilled trades and dairy farmers. It will give more rights and power to multinational drug manufacturers to increase our medication costs that are already the second-highest in the world,” he said.
“The TPP gives multinational corporations the power to sue our government for millions of dollars by challenging Canadian laws and regulations that protect our environment, food safety and other public interests. And Canadians have no recourse to oppose such challenges, which are heard in unaccountable, secret tribunals headed by international trade lawyers,” he added.
“The TPP was a bad deal when it was negotiated by the Conservatives in 2015 and it’s a bad deal now, despite the Liberal government’s push for a cynical change to the agreement’s official name,” Neumann said. He was referring to the Trudeau government’s insistence that the TPP be renamed the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
“The CPTPP is a ‘progressive’ trade agreement in name only,” he said.
Public hearings will be held in all regions throughout Thailand to gather feedback from all stakeholders on the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
On March 8, 11 Pacific Rim countries signed the CPTPP, which was revised after the US withdrew from the previous TPP agreement in January 2017.
The signatories are Singapore, Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru and Vietnam. The CPTPP members welcomed interest from other economies wishing to join the trade bloc.
The pact is set to go into effect 60 days after at least six countries complete domestic approval procedures. Members are expected to speed up implementation of the pact this year.
The 11 CPTPP countries combined had US$10.2 trillion (319 trillion baht) in GDP in 2017, making up 13.5% of the global total.
The CPTPP incorporates the original TPP agreement, pledging to slash tariffs on 95% of trade in goods, along with covering a host of trade topics, ranging from technical barriers to trade and sanitary and phytosanitary measures to competition policy and intellectual property rights.
Despite the “progressive” label in the name of the deal, the CPTPP has no gender chapter, weak labour provisions, no Indigenous consent, no environmental protections, and the weakest cultural language ever in a trade agreement.
The implementing legislation for the Trans-Pacific Partnership was tabled today despite overwhelming evidence that this trade deal is a betrayal to Canadian workers, the manufacturing sector, and our supply management system. The CPTPP will put 58 000 Canadian jobs at risk and jeopardize both the auto industry and supply managed sectors. The NDP urges the Liberal government to put workers first during this difficult time and not accept this trade deal, which has a weak economic forecast according to the government’s own impact analysis.
“If this deal is implemented, tens of thousands of Canadian jobs will be at risk. When negotiating trade deals, the Liberals cannot sacrifice good paying jobs in the Canadian auto industry and farmers in supply managed sectors, such as dairy, poultry, and eggs,” said Tracey Ramsey, the NDP’s International Trade Critic.
Despite the “progressive” label in the name of the deal, the CPTPP has no gender chapter, weak labour provisions, no Indigenous consent, no environmental protections, and the weakest cultural language ever in a trade agreement. The deal also has low environmental standards, which will further prevent Canada from meeting our climate change commitments, and regressive investor-state dispute settlement provisions, which significantly undermine Canada’s sovereignty and its ability to regulate in the public interest.
“The Liberals negotiated the CPTPP behind closed doors. Piece by piece, Canadians have learned the extent of the problems with this deal. The NDP urges the Liberals to stand up for Canadian workers and refuse trade deals that will cost our country tens of thousands of jobs. Simply put, the CPTPP is a bad deal for Canada,” said Karine Trudel, NDP Deputy International Trade Critic.
