In an Omegaverse AU where Commissars are omegas their heats can be given away as rewards for overachievers...like in that Ciaphas Cain story where he starts giving an extra round of drinks to the best performing unit. Instead of a round of drinks it could be a round with the Commissar.

"Why would omegas get to be Commissars? Aren't they weaker?"

Omegas don't *have* to be physically weaker or more delicate, a lot of people just make them that way in their Omegaverse AUs.

And maybe having an omega around makes alphas more aggressive (good for keeping them amped up for battle and violence) and an omega nearby in actual peril/danger from a threat would send them into overdrive.

"What about the fact that Commissars have to discipline and flog the soldiers? Won't they be less intimidated by an omega Commissar?"

Think about the humiliation of being flogged by an omega. In front of everyone.

Commissariat-issued gloves, being made of a tight-fitting and somewhat porous leather synthetic, cause the hands of the wearer to sweat profusely. The sweat seeps into the material and is exuded through the palms and back of the gloves very gradually, cooling down rapidly once it’s freed from the trappings of material layers and adjacent body heat.
