The decision, likely illegal, was made because the U.S. and its allies have run out of other 155mm munitions. It is accompanied by false statements that Russia has used such ammunition in Ukraine.

Russia has been using them on Ukrainian civilians for some time.

There's no such thing as a 'moral authority' to drop cluster bombs because I can guarantee you that if Russia were seeding Ukraine with cluster bombs I can guarantee you that the US would be complaining to high heaven.
