What has happened in Ceuta is nothing but the logical conclusion of the position Morocco has and wants to have in the world.
Ever since the day it gained its own independence, Morocco has seen it's highest calling in themselves fuckin over other people. Really, they are the USA of Africa.
In 1975, less than 20 years after it gained independence, Morocco invaded the Spanish colony of Western Sahara, and ever since has carried out a policy of ethnic replacement and economic extraction against its natives. Morocco occupies the Saharawi people's homeland, a region the size of New Zealand, and has spent the last 50 years carrying out an international diplomatic campaign aimed at having the rest of the world be okay with that.
Morocco is a regime led by a corrupt billionaire completely at the behest of a King who is himself also a corrupt authoritarian. This regime has weaponized the plight of immigrants trying to reach the EU through Spain's cities in the Maghreb multiple times in this decade alone.
Every time Morocco wants to punish Spain for a perceived slight (such as allowing Saharawi leaders to receive COVID-19 treatment in Spain, or for making commercial deals with Algeria) or wants to get a leg up in any kind of negotiations, they ignore their responsibilities to guard their side of the border as per agreements with Spain, or go as far as to spread rumors that Spain has started accepting all immigrants. Immigrants who, btw, spend however long their stay in Morocco ends up being either in squalor or as practical slaves, waiting for a chance to legally or illegally make it to Spain.
Tens of thousands flood the border crossings and climb the walls. They get hurt, physically and mentally, some even die, and the entire thing traumatizes locals, paralyzes the entire city, and inevitably plunges the entire country into a political crisis and a spike in xenophobia and racism.
Tl;Dr Morocco is a corrupt and authoritarian regime that abuses both tens of thousands of immigrants for profit, and maintains an entire country under armed occupation. No conversation about what has happened can be had without acknowledging that their government are the main, if not sole, bad actors.
