Maybe magic was available to other colors of Starborne and they were wiped out, leaving Scott alone and unable to fend for himself until he crashed into the mountain?

I think Sparkles is a really young prince in Starborne years, and has been like, heavily indoctrinated by whatever empire the Starborne lead, so now that he's crashed out of the empire's reach and is trying to cope with the knowledge he'd been given being different than how this world works.
