I am 100% here for your G1 Ratchet headcanons - with as much BS as G1 Transformers canonically got away with, it stands to reason that the entire G1 cast has 2 collective braincells between the lot of them, and 95% of the time Ratchet has both. (The other 5% of the time, Ratchet has 1 and Optimus (or, very rarely, someone else) has the other.) Also, I fully agree with you that the G1 Decepticons had no brain cells whatsoever. Competence? Never heard of her. Nothing but PTSD-riddled robotic himbos as far as the eye can see. (Okay, "himbos" might be a bit of a stretch, but in my defense there are a LOT of canonically gay disasters on both sides of the proverbial coin.)
