Blonde Blazer with shy reader with no powers

You first meet Blazer when you run into a group of thugs robbing an electronics store. Despite having no powers, no fighting skills, no backup and shaking like a leaf, you still try to take them on...which ends about as well as you'd expect.
Just when you think it's all over for you, a blonde woman flies in from the sky and single-handedly takes them all down with ease. She notices you on the floor, curled up into a ball, and reaches out a hand to you. When you're still too scared to take it, she crouches down and gently pulls you into a hug, assuring you you're safe.
When you finally calm down enough to stand up again, she takes you out for a drink at a nearby bar. When she asks why you didn't use your powers during the fight, you inform her you don't have any, but that you didn't want to do nothing and let the criminals get away scot-free.
At first, she scolds you for doing something so reckless without any powers or training, for which you profusely apologise. However, she then compliments you for doing something so brave, even if a little foolish, causing you to blush and look away. Despite your attempts to hide the blush, she still notices it...and finds it rather cute.
After you finish your drink, she offers to fly you home in her arms, even if you're sober enough to get home safely by yourself. As she drops you off at your house, she gives you the number for dispatch for a future emergency, and her personal number for a future date.
She gives you a wink before flying off, leaving you blushing outside your house. After spending several minutes trying to come up with what to say for your first message to her, she quickly responds. You two talk late into the night, and agree to a date after her next shift.
The following Monday, you meet her at her office at dispatch, shyly handing her a bouquet of flowers. She smiles as she takes the flowers from you, giving you a kiss on the cheek in return. You blush at this, which causes her smile to widen as you two exit the building.
You ask her where she'd like to go for the date, and she tells you she knows a place, if it's ok with you. You agree, and she carries you up in her arms once more, flying you to a restaurant.
Blazer is immediately surrounded by fans. Seeing you get overwhelmed, she kindly asks them to back away, informing them that she'd like to be left alone for her date.
As you two eat, she tries to make conversation with you, though you only seem able to respond in short, quiet sentences. Despite this, she seems to enjoy the date, as she's quick to ask you on another one, this time asking you to meet her at her house.
At the agreed upon date and time, you stand outside her house, building up the courage to knock on the door. Pushing aside the worry that you might be at the wrong place, you knock on the door, and out steps Blazer.
Only, rather than being in her usual superhero attire and her famous blonde hair, instead a brunette in a black dress stands in the doorway.
"B-Blazer?"
"Yes, only...my name is Mandy. I hope you're not too disappointed?"
"...Y-You're even more beautiful than I imagined."
She smiles at you and places a hand on your cheek, kissing you on the lips. Your face turns the brightest shade of red, but you don't pull back until she does.
"In that case, shall we get going?"
Too flustered to answer verbally, you instead nod your head repeatedly. Mandy smiles at this, and the two of you walk to your date spot, hand in hand. Your relationship only deepens from there. Whether or not you allow her to reveal her relationship with you to the public is up to you.
If you ever tell Blazer that you want to be a hero even without powers, she'll gladly introduce you to Robert. Due to not being born with any powers either, Robert learned a lot of hand-to-hand combat and other skills, which he'll teach you when you're both free at Blazer's recommendation.
Even if you don't want to be a hero, Blazer will love you either way, and she'll happily tell anyone this that dares question her relationship with you, stating that even if you're not a hero and don't have any powers, you're just as good a person as any other.

Chapter 1
12:09 pm, SDN lunch room. The next day.
This time, the sandwich was real. Minimal ingredients, as filling as it could be with as little actual food involved as possible. In all honesty, it was eighty percent lettuce, ten percent turkey, five percent bread and five percent guilt. Robert ate it with a straight face, though, examining the table and thinking about anything except his full stomach. Instead, he thought about Courtney. She was due any minute now. She always made sure to meet him for lunch, though he never told her exactly where he would be. Somehow she just knew.
He watched the door eagerly. Even at his lowest, hungriest, most exhausted, he craved her. Her voice, her face, her humor… her fuckable body.
Before his thoughts could get too carried away, a figure appeared in the doorway. Less fuckable, but an equally welcome sight– Robert’s best friend, Herm. Otherwise known as Waterboy, newest and wettest member of the Z-Team.

It would be difficult to do this without extending the game/interrupting the storyline/etc. but I wish Dispatch touched on, like, hero-villain societal complexities. Villain vs. hero cultural differences are all over the game (seedy villain bars vs. nice, cozy hero bars, for example). Cool. So how does one even get classified as a villain? Are specific powers more demonised than others? Are "hero" and "villain" strictly professional roles, or are they assigned to people based on behaviour? What happens when someone considers themselves a hero but the media or society or the law or whatever else paints them as a villain (or vice-versa)?
