I've mentioned that Plutarch worked with Seiko (Because I headcanoned her still alive and head of a major rebel faction at this point in time under an alias) and they initially met earlier than SOTR, but seeing that Plutarch has little to no resources and his general attitude about rebelling... So why not move that to after?
Seiko's alias is a name that Snow curses because he's never caught her, plus she's been basically psychologically torturing him for decades. So, Plutarch's heard about her at some point and might look up to her if he's a revolution enthusiast.
The beginning of the alliance would probably go something like this Ace Attorney comic dub:

A living weapon whumpee who gets taken in by a new whumper after years of being under the care of Handler, and instead of fighting back and protesting, they just take it. Not necessarily because they’re used to it, but because they know they deserve it. As a living weapon, they’ve committed atrocities under Handler’s commands. They’ve ruined so so many lives. This is the least that they deserve. How much can a punishment or two hurt considering just how much pain they’ve caused in their life time? It doesn’t matter that the threat of torture and death was hanging over their head, it doesn’t matter that they’d been conditioned into this life since childhood, they still did all of those things, and now they have to pay the price.
Then, the rescue team comes, and they’ll have a much harder time saving Living Weapon considering they’re currently adamant on staying. In their eyes, they haven’t atoned enough yet.
