A lot of government websites are built/maintained using Dreamweaver, which is an Adobe program. So how they're limiting access to the websites for edits is by canceling the Adobe subscriptions of the people who used to maintain the websites. There might be other ways access is getting limited, but that's the one I'm aware of.
