You should be able to stimpack Edward Deegan in the Cabot quest. Why does he just have to sit there bleeding out on the floor? Okay yeah fine we're supposed to fight the guys downstairs without Deegan's help, have Jack order him to stay there and be the front line in case more show up.

As a matter of fact, there should also be a mission where after the dust settles and you've gotten your reward from Jack, you can either go back to the Cabot house or see Deegan in the Third Rail and there can be a conversation where you can convince him the Cabots are shit employers through a charisma check.

And then maybe he could be a companion. Or he stays in the Third Rail as a bodyguard/merc for hire like MacCready, or he joins the Neighborhood Watch, or becomes a Caravan guard and you can encounter him about in the environment, working.
