But... I actually think it works if you read between the lines a little. Uliana's revenge is tailored to Bridget perfectly. Not only does her punishment match her "crime" (Uliana became a flamingo and embarrassed herself after eating part of Bridget's cupcakes, and she planned on making a cupcake that would transfigure and humiliate Bridget in return) but it also weaponizes the only thing Bridget wants: to be liked and make friends.

Bridget makes and shares her cupcakes so people will like her. They make everyone happy. If someone makes you happy, you want to be around them.

Bridget practices her dance for Red and Chloe showing off complicated moves with her cards that she wants to get right because she wants to impress people. If people are impressed with her, they'll want to talk to her, and she'll be able to meet new people.

Bridget doesn't want to be alone. She wants friends more than anything else. And, even when she grows up, she still has that same desire despite how her heart has been hardened. She wants Red by her side. She wants her subjects to respect and obey her. They're the closest things to love she believes in anymore.

Uliana's prank would have humiliated a lonely girl in front of everyone she tried so hard to befriend. It would have made everyone avoid her either because they'd realize that Bridget is on Uliana's shitlist and want nothing to do with that, or they'd laugh and never let her live it down. And, maybe, the thing that really broke Bridget would have been the fact that Ella, her only friend, wouldn't have been with her. She'd be off somewhere finding her happily ever after with Charming. She'd have been completely alone.

That's not Uliana being a silly Disney Channel villain, that's her finding her someone's worst nightmare and making it a reality. Especially when you add in the extra layer of Bridget seeing her future self in the Shuffle of Love video and being concerned about what she sees. I mean, think about that, you get a glimpse of your future and don't recognize yourself in the mirror. That's messed up on it's own, but for someone you didn't do anything to (Bridget tried to stop Uliana from eating the feathers, but she didn't listen) to push you over the edge and turn you into that unrecognizable version of yourself....

I think that's why the other villains would be scared of her (if you take Uliana at her word). She can literally use her magic to exploit your worst fears in the worst way. And, about half of what I just explained would have been unintentional, and that makes it worse in my eyes. She can find her "perfect revenge" but it comes with unknown consequences too. (Which are actually something that gets mentioned before Red time travels; coincidence? I think not!) In ruining Bridget's day, Uliana ends up ruining her life.

And she can turn that power onto anyone she decides deserves it.

That, or the other villains are more scared of what Ursula would do to them if anything happened to Uliana than they are of Uliana herself; and they just let her think she's the baddest bitch around to avoid the terrifying wrath of someone who actually could beat the shit out of them, and might even be watching them without their knowledge.

But hey, that's just a theory...
