Does Ragatha feel less lonely with Annabelle being in the circus? Does she not have to try as hard to be her friend?
I may have gotten a bit carried away with this one, but it was too cute Once Annabelle has been there long enough to adjust, she probably goes out of her way to hang out with Ragatha. Both because she genuinely enjoys her company, and is a bit (very) clingy, but also she has eyes (well, eye) and can see how things are. She knows what it feels like being the kinda lame odd one out, and doesn't want her friend to feel like that.
