What's even funnier is that Cartman genuinely doesn't see anything wrong with what he is doing.

He does understand from a moral standpoint that it's bad, of course—but he doesn't care as long as he gets what he wants.

That's why we never see him actually regret his actions unless it directly affects him negatively. (e.g, getting punished, suffering the consequences)

It does make one wonder if Cartman ever feels bad for deceiving Kyle, with the little amount of empathy he has.

Probably not since Kyle will just forgive him before long. He always does.
