I use ibispaint!! ^^

for my process, basically, I find the flag the person requested, and either look through cards of a character they requested (if they requested a specific character) or a character I know has a card with those colours in it, then I find the transparent cutout of the card, import it all into ibispaint, and spend a couple of minutes colourpicking the colours from the card! Sometimes it takes longer because the colours are more difficult to find (in that case, sometimes I go in between colour gradients or use the lineart to get a darker colours, for example) :p
