I think Yularen is such an interesting guy because you would NEVER think of him as a Nazi in the Clone Wars & yet he is one in Andor. He didn't really change exactly. He didn't fall to the Dark. He just slowly drifted in the direction everyone around him was going in. It really shows how, just like in Nazi Germany, if you don't stand up for what you believe in or believe in firm morals, you can easily drift with the accepted sins of today's world.
fr, like sure theres folks like tarkin who wear their evil on their sleeve, but yularen in TCW is even kinda "nice" and friendly with our leads. hell, recently in the mask of fear book he goes "it really is a shame about the jedi, if only the council hadn't led them astray". the friendly fascist, a republic admiral who doesn't care for democracy who goes with the authoritarian flow, all the way to running the ISB and sitting on the death star council - the worst arms of the Empire's regime, all with a quiet, polite attitude. and just like the other death star councillors, he finds out what a lifetime of the empire gets him above Yavin
hope we get more yularen in the future, since i think he's such a valuable lesson in the "quiet" fascist that most of the top imperials are loud and proud evil - but shows you you have to watch out for anyone who advocates for militant authoritarianism, smile or no smile
the only one i can think of on a similar basis in Moff Panaka, but we don't get much of him at all as far as I know - just TPM, maybe a comic here or there, then Leia Princess of Alderaan when we find out he oversees the Naboo Sector
