If she doesn’t return but the Demon isn’t raining hell on their town, the citizens just assume he ate her. If she does return, they examine her to check that she didn’t just run away but that the Demon did, indeed, take her, and then she’s sent to live at the temple where future potential sacrifices are selected and groomed.

At some point after the time of the last sacrifice, though, Steve took the previous Demon Lord’s life (Pierce, maybe?), and took over the Castle. Steve isn’t really into the whole human sacrifice thing, so when the time comes and the town sends their sacrifice, Steve just sends the girl back.

And then sends the next one back too.

And then the citizens assume that this Lord maybe just isn’t into girls.

Which presents an issue because, as creepy as the whole tradition is, it’s against the law to actually force anyone to become a sacrifice (or to outright force anyway, I don’t imagine those girls were 100% willing, but…), and they’ve never had the Lord refuse a sacrifice before, so they’ve never groomed any man for this…

Cue Brock Rumlow, who’s in some sort of position of power, and who was about to marry Bucky Barnes – an arranged marriage, Bucky’s family was in trouble for some reason, and Bucky marrying Brock would see them provided for (I imagine the ultimate cause for their misfortunes could also be Rumlow’s doing cause he’s a dick like that and not many things would be able to stop him if he wanted Bucky as his play thing from the start).

And Bucky’s still refusing to leave.

And well, Steve likes him. Steve likes him a lot, and he figures that hey, why not. Bucky’s adamant that he wants this, and it’s been a while for Steve, and he knows that unlike the previous Lord, he won’t be cruel, he’ll send him back home and everything will be fine, no harm done…
