A Penal Fixer.
In this world she found herself in, such a sentencing was worse than death.
It was very much like H Corp's Life Insurance services, but far worse.
Meaning... even if one desired release, they literally couldn't afford to at the risk of their memories being fragmented and their sense of self slipping away with each revival.
The one thing that signified one as a Penal Fixer was a tattoo that circled around their neck.
Like a leash.
It was the most deadliest form of Probation that one could be given. At least she didn't have to be cooped up in one room most days.
It had been years since her sentencing, and she's been through a lot in this world... Lot of good and bad, but at long last... her probation is over.
Turns out post-probation provided a lot of benefits, given that she maintained good behavior, to which Shiomi Yoru had done.
She actually had the option to become a High Grade Fixer after her sentencing.
Yoru had initially had been hesitant at first with what she went through for all those years but...
"...Beats being in a cage at least..."
She had the tattoo removed from her neck after her time as a Penal Fixer had ended.
And even if she wanted to go back to what her life was before, she had stepped on too many toes to even think of going back.
All because she wanted to live.
And yet...
Even after she had long attained the freedom she'd been looking for, she could not help but feel like there was something missing in her life.
All things she had done in her freedom, and yet she remained unhappy.
Was it because of...?
No...
It couldn't be.
She was out of that life now.

The Laws in this Strange New World:
There's an ongoing debate revolving around the laws of the City, one of them being taxes.
Since the Head's fall, everything is a bit more lenient in regards to taxes such as the time before the deadline increasing.
Of course consequences are still severe should anyone fail to pay taxes before the deadline hits.
Said consequences do not warrant a death penalty, but are still devastating since Headhunters can take everything they own as collateral to paying taxes.
They are still left with the bare essentials, as they are given a chance to work get back the things the Headhunters have confiscated.
Although there is a deadline, and if the deadline hits, the Headhunters will sell off their confiscated items to the public Markets around the City.
Those who try to resist confiscation will be killed.
Penal Fixers
Penal Fixers are the prime example of what happens when someone has done something that's considered 'too good for death.'
The only way someone can become a Penal Fixer is for them to die.
The body is then implanted with a special kind of nano tattoo on the neck that resembles a collar.
The nano tattoo functions both as a bomb collar and an anchor.
When a person with the tattoo is dead, the tattoo starts glowing and starts the revival process
The revival process consists of the body sewing itself back together until it's in pristine condition.
The process takes several minutes.
The revival comes at a cost however, for each time a person is revived by the nano tattoo, they lose a bit of their memories and some of their personality erodes.

The current state of the Fingers in the Strange New World:
It'd be no surprise that the Fingers would try to fill the hole that the Head left. However, the Hana Headhunters acted faster than anyone else. They were adamant that NO Finger Syndicate shall ever try to take the reigns of trying to change how the City functions for many reasons.
What do these changes mean for the City as a Whole?
Just because the Head fell doesn't mean there'll be sunshine and rainbows.
No.
Everybody doesn't just get to run wild all they want.
While the Hana Association Headhunters has made some changes revolving around Taboos, most of them remain the same.
Not out of fear mind you.
It's more so over the fact that some type of law and order needs to be maintained no matter what.
The one thing that has changed however is the consequences of breaking said Taboo.
Not all consequences for breaking Taboo will result in instant death.
It all depends on the severity on which Taboo was broken.
