My reading of the whole film was that the blood was trying to fuse whatever living things had been in contact for a long time, hence why Ella and Elsie (the SM-8 crew) were fused together into the blood eel, and why Simon exploded into a tree in the end. I also hc that its only possible when the blood is made active via radiation, which is why even Ava gets the fusion treatment.
since they only have one opposable thumb between the two of them, they're both at a physical disadvantage to Ellie, who is now blind and raging through the ocean, trying to stop them from getting the word out about the Red God's Light.
Simon rescued Ava from the wreck of the SM-14 and had carried her to a cave to heal. She has it worse off than him because of how badly the sub had crushed her lower half when Ellie smashed it, so she is unable to swim very well with her new fused tail, and still hasn't been able to move very far past the cave.
Simon on the other hand, can move fast but has to keep close to the oceanbed to anchor his roots for constant rejuvanation every dozen minutes or so.
They need to figure it out soon though! The cave won't hide them forever, especially since it seems they're growing bigger by the day...
