I don’t think this is necessarily true. Hak can be impulsive, but this only happens when King Il’s murderers are standing in front of him. He’s a young man who holds a lot of hate and hurt in his heart because he and Yona were horribly betrayed that night. Not to mention he only had such murderous intent because he didn’t know Soo-Won or Kye-Sook’s motives yet (and let’s be honest, Kye-Sook was being cryptic and acting like an antagonist).

Hak would never want to hurt Yona, and he realizes acting rashly like this out of pure hatred will not only deepen her sadness more, but it won’t benefit anyone not even himself. He arguable cares about Yona and the others THE MOST over HIMSELF. Part of his character development is him learning to let go of his grudges and move past his soreness, and we see this as he is now able to look at and talk to Soo-Won.
