They are allowed to ignore spam comments like memes, lorum ipsum, paragraphs heaping curses upon their ancestry, etc. But they are theoretically required to consider serious comments - and the legally mandated bodies of review are full of career civil servants who as a whole are looking for good excuses to say "nah." Let's give 'em ammunition.

Tell the Parks Service why you don't like the planned "Arc de Trump". Its location, its gaudy style, its absurdly inappropriate size, whatever. go off, queens.

Tell the Office of Management & Budget that transgender people exist and should have the right to access public services. A proposed rule would deny federal funding to any institution - hospital, college, homeless shelter, etc - that acknowledged the existence of gender beyond a strict traditional cis-binary. Each such institution would have to choose between offering services or providing accommodations for gender-nonconforming individuals, and receiving the federal funding they need to keep their doors open at all.
