If Jack was able to brainwash people he would have brainwashed Dean into liking him and wouldn’t have to wake up the empty to bring Cas back.

On a more serious note, what Jack did was lying at worst, wishful thinking at best. We can discuss the moral implications of someone very powerful using your deep desires and lying to you about being able to make them true. Or how much of jacks actions were conscious while he was still in the womb. But it’s important to note that we never saw Jack using brainwashing after he was born even though he could have greatly benefited from it.
