Obviously, Ralsei has been waiting for her and Kris... for his whole life, if he is to be believed. He Knows their names without them telling him, just as he Knows everything that is going to happen, as foretold by the Prophecy. Just as he Knows of the final tragedy - an event that will wreak devastation upon all three of them, if everyone's reactions to learning it are anything to go by.

But here's the thing... if he Knows that the final prophecy is going to be emotionally devastating to all three of them, then he already Knows that they're all going to have an emotional investment in each other by that point... in other words, their friendship is just as foretold in the Prophecy. And so, in a sense, it's as if Ralsei treats Susie's friendship as a foregone conclusion. He Knows she'll come around. He Knows that he can push her buttons all he likes, because he Knows that's the way to get a reaction out of her.

And that's why he goes to such lengths for her, despite her initial dismissal of him at their first meeting. To her, Ralsei is just a weird stranger. To Ralsei, Susie is already one of his best friends in the whole world, and by acting like he's her best friend, he makes their friendship into reality. What a wild, beautiful idea that is!
