I think one thing people tend to forget about the ending of GO season 3 is that Aziraphale and Crowley wished to create a universe where everyone was given free will, true free will with no divine intervention.
So the fact that Asa Fell and Anthony Crowley met and fell in love at first sight wasn't fate or reincarnation or planned out by the universe in any way.
It was the universe knitting itself together with its previous atoms, creating people that became very similar to the demons and angels that never got the chance to really live and make their own choices and putting them in the same place at the same time.
They alone, with no invisible strings controlling their actions, decided that it was love at first sight and willingly fell in love and got their happily ever after.
